SCAM ALERT

PIKETON, OH – January 19, 2017 – Fluor-BWXT Portsmouth LLC was recently advised of fraudulent attempts to procure goods from legitimate suppliers and subcontractors.  These attempts request Small Business vendors and subcontractors to respond to fraudulent request for proposals for services and/or supplies.  These attempts for delivery of items are based around uncharacteristic delivery locations and tactics outside the standard procurement process and designated shipment locations normally utilized by Fluor-BWXT Portsmouth LLC.  These fraudulent warehouse locations turn out to be private residences, and the products delivered to these addresses are then sent overseas for resale. These unscrupulous individuals claim that such equipment to be checked at these warehouses prior to delivery. Other tactics include the use of e-mail addresses that are very similar to legitimate addresses, realistic looking letterhead, purchase orders with real logos, and a claim that the requestor is a high-level official.

As a standard business practice, FLUOR-BWXT PORTSMOUTH LLC WILL NOT:

  • Use the names of high-level officials outside of the FBP Procurement Organization to “legitimize” a procurement;
  • Waive the requirement for all new Vendors, Suppliers, or Subcontractors to complete and submit a fully executed Representations and Certifications Form;
  • Provide an e-mail address that ends in anything other than “@ports.pppo.gov”;
  • Fail to provide a telephone number or the email address of a FBP Procurement Specialist / Buyer or Subcontract Administrator on every purchase order or subcontract;
  • Request that supplies or fabricated materials be delivered to an interim “inspection location” prior to being delivered to its final delivery location at the Department of Energy’s Portsmouth Gaseous Diffusion Plant; or
  • Request delivery to an address other than the standard Fluor-BWXT Portsmouth LLC address which is: 3930 US Route 23 South, P. O. Box 548, Piketon, Ohio 45661.
